of California, 2007-08). The number of students per teacher is clear-
ly NOT directly proportional to the cost. The above scenario would
still leave 2% for salary raises ;-)

Gains by the teacher's lobby with respect to class size requirements
through a series of recent voter initiatives created a lot of slack in
the
financing of our public schools, which is now beginning to pay actual
dividends to the taxpayer ;-)
