A few weeks ago the media reported the results of some international survey
that showed the USA to have the highest percentage of adults currently in
prison (about 1%). The USA not only has more prisoners per capita, but also
the largest number of prisoners, surpassing more progressive China.

The statistics showed an incarceration rate of 701 per 100,000 for backwards
USA compared to only 117 per 100,000 for progressive China. China doesn't
waste money on prison cells and instead focuses on rehabilitating convicted
criminals by shooting them in the head.

USA has achieved unprecedented efficiency in the capture, prosecution,
and incarceration of criminals.

Does that mean criminals in China got away with their crimes and free
to rob, kill and rape?

In China, most of the free criminals are corrupt. So, yes, most
corrupt officials in China are "free to rob" as you say.
There is little chance of prosceution and incarceration, or else they
wouldn't do it.

In China, most of the free criminals are corrupt.
If only the criminals in China are corrupt, China has only a minor
problem. The law will catch up to them someday.

The past couple of years, there were a few executions of corrupt
offcials in China. A major problem for China today is the western
powers refused to send corrupt officials back to China because of the
death sentence in China. Therefore, the western powers are aiding and
abetting the corrupt officials to steal millions and millions dollars
to the benefit of the western power.

Gov. Spitzer did it and he's a rich man. So why not officials in
China? Money and sex, the worst of the worse. It had ruined a many
many excellent men.

Precisely my point. The very efficient and effective law enforcement
captured Gov. Spitzer who was moving money around in a suspicious way.

How many corrupt CCP officials are captured? Hardly any. About 5% of
Chinese citizens are CCP members. If only 20% of these are corrupt,
that gives you your 1% right there. We are discussing percentages here
(incarceration rate), so anecdotal examples are irrelevant and
potentially misleading.

There was a NYT journalist, I forget his name, he was killed by
muggers in DC, I think, in the last 2-3 years, who used to complain
about the prevalence of "proof by anecdote" in our society.

But more to the point, the Chinese numbers don't take all of the
prisoners into account. They only count people who have been
sentenced. Many have not.

It seems to me there were a few executions of corrupt officials
recently in China.

Be careful - the comparison of 701 to 117 is an apples/oranges
comparison as the 117 doesn't count many people in China who have
never been officially sentenced.

http://crookedtimber.org/2006/05/23/incarceration-rates/

[China's] incarceration rate is 118, but this only includes 1.55
million sentenced prisoners, not trial detainees or those in
"administrative detention."
